INCIBE-CERT’s November 3, 2026, alert says Android’s 2026-11-05 security patch level or later covers every issue in Google’s November bulletin. The earlier 2026-11-01 level covers only the first group of fixes. The bulletin lists 216 vulnerabilities: 23 critical and 193 high. INCIBE-CERT’s alert summarizes the fixes and their scope.

What the November bulletin covers

The 216 entries are CVEs, identifiers assigned to individual vulnerabilities. INCIBE-CERT names Android 14, 15, 16, 16 QPR2 and 17 for affected Android Open Source Project (AOSP) components; which versions are affected varies by CVE. The bulletin also covers the Linux kernel and components from device suppliers.

This is the next monthly notice after October’s Android bulletin, which listed 25 vulnerabilities. NeoTeo’s coverage of the October bulletin provides that earlier context.

Which patch level covers all the listed issues?

INCIBE-CERT says 2026-11-05 or later resolves all problems in the November bulletin. Patch level 2026-11-01 covers the first group of fixes only. The full-coverage level is the relevant benchmark when checking a device’s installed security patch level; the alert recommends installing updates from the device manufacturer.

The critical flaws have different impacts

Three critical Framework vulnerabilities—CVE-2026-58868, CVE-2026-58876 and CVE-2026-58936—could allow remote code execution without additional privileges or user interaction, according to INCIBE-CERT. Remote code execution means an attacker could make a vulnerable system run code. The alert describes other critical vulnerabilities with different effects and conditions.

For example, eight critical vulnerabilities in MediaTek modem components carry a potential privilege-escalation risk in a scenario where a device connects to a base station controlled by an attacker. That condition is specific to those modem findings; it does not describe every critical CVE in the bulletin.

What the critical count and exploitation status mean

The 23 critical vulnerabilities make up about 10.6% of the 216 listed CVEs. That is their share of the bulletin, not the chance that a device will be compromised. The entries describe different impacts and attack conditions, so the severity count alone does not express a single, uniform risk.

In its November 3 alert, INCIBE-CERT marked all 23 critical CVEs as not exploited at that time and cautioned that the status could change.
