Since October 1, 2026, arXiv has allowed each submitter up to two submissions per calendar month across all categories. A separate limit caps each submitter at three active submissions at a time. The monthly rule is new; the active-submission cap has been in place since 2024. arXiv’s policy announcement explains how the two limits work.

A paper from the previous month that is still on hold does not use the next month’s two-submission allowance, but it remains part of the three-active-submission maximum. A paper deleted before announcement counts toward neither limit.

arXiv reported a September submission record

arXiv reported 40,363 submissions in September 2026, its record for a month. For the same month in earlier years, it reported 20,569 submissions in 2024 and 9,869 in 2016. arXiv also said submissions in September 2026 generated almost 9,000 support tickets.

Why arXiv says moderation is under pressure

arXiv describes the new monthly cap as a stopgap. It says advanced AI tools are helping drive the rise in submissions and that the increase has added pressure to volunteer moderation. The policy is intended to distribute moderators’ time more equitably and protect the repository from inappropriate submissions. arXiv says it will monitor the effects and may modify the rule.
