Transferring files from a PC to a tablet or smartphone is a common problem. Sooner or later, every smartphone or tablet user will need to transfer a file saved on their computer. I admit that more than once I emailed a copy of the file to myself, but if we're talking about hundreds of megabytes (e.g., a movie or a TV episode), other resources are needed. I usually use AirDroid in its local connection mode, so transfers never leave the internal network, but you might prefer something more centralized. That's where FileMancer comes in.

Once installed, FileMancer generates a mini website based on one of the local folders on the computer (the active user's Documents folder is the factory choice), with an appearance similar to an FTP server. The second step is creating users and credentials so they can access the folder's content and download the files stored there. This is done through a standard web browser: the website's 'address' is simply the computer's IP number followed by a port (you can change it).
The rest is just selecting the file and starting the download. FileMancer is in its initial version, and some users may find errors or have connection problems with the generated mini site. At the same time, its official page suggests that it doesn't work with Windows 7, and the minimum recommended edition is 8.1. Even with those limitations, I think FileMancer can be useful for transferring files to mobile devices.
