Google is evaluating a potential data center campus at West Creek Business Park in Goochland County, Virginia, near Henrico County. The company says it is assessing the site’s technical feasibility and remains in due diligence. Goochland County says Google has submitted no plans.

What the reported 1,200 MW describes

The potential project has been reported at 1,200 megawatts (MW) of capacity. That figure describes the proposed campus’s reported scale.

RichmondBizSense reports that a State Corporation Commission filing described a 1,200 MW customer as having executed four engineering letters of authorization, or ELOAs. The outlet says projects enter Dominion Energy’s queue after an ELOA and may wait years before a feasibility study and a construction letter of authorization. The account describes an early stage of the grid process, not a completed connection.

Goochland County’s timeline for the NDA

The county says it entered a nondisclosure agreement (NDA) with Google on January 10, 2024, and met with Google staff once on January 30. After that meeting, the county says the Virginia Economic Development Partnership told it Google was not interested in moving forward at the time.

Goochland County adopted its Technology Overlay District (TOD) and Technology Zone in November 2025. The county says Google later re-engaged and began site due diligence. In September 2026, the county requested release from its NDA with Google. On October 27, 2026, Google made its public statement, and the county says both parties agreed to release the NDA.

The reported zoning path

Goochland County’s TOD sets the zoning context for West Creek. RichmondBizSense reports that data center use at the potential West Creek site would be allowed by right, without a public hearing. The same outlet describes a different process for the separate Tuckahoe Tech Park proposal, where data centers would require a conditional-use permit and public hearing.

Concerns raised by nearby residents

WRIC reported residents’ concerns about noise, pollution, nighttime lighting, waterways, water resources, property values, and grid reliability as they discussed the potential project.
