Google’s Android developer-verification protections took effect on September 30, 2026, for installs from seven participating stores on certified Android devices in Brazil, Indonesia, Singapore and Thailand. The United States is not among the initial markets, and direct APK installs are outside this phase.
What changed on September 30
Google’s program links app package names and signing keys to a verified developer identity. Developers verify their identity and register package names, proving ownership with an APK signed using their private key. An APK is the package file used to install an Android app.
The first phase applies to covered installs from the participating stores—not every way of installing an Android app. The requirements apply to certified devices running Android 7 or later.
The countries, devices and stores covered
The initial markets are Brazil, Indonesia, Singapore and Thailand. Google names these seven participating stores:
- Google Play
- HONOR App Market
- OPPO App Market
- Samsung Galaxy Store
- Palm Store
- vivo V-Appstore
- Xiaomi GetApps
The United States is not on the initial market list.
Direct APKs, other stores and ADB
Google’s September phase does not cover direct APK installs from websites or installs from stores outside the participating list. A direct APK download in the United States is therefore outside this initial phase as well.

Google’s one-time advanced flow for installing an unregistered app includes confirming Developer Options, restarting and reauthenticating, then waiting one day before confirming. After setup, users can choose a seven-day or indefinite setting. ADB installation does not have that waiting period.
Google’s planned global expansion
Google plans to expand the protections globally in 2027. The initial phase began with participating-store installs in Brazil, Indonesia, Singapore and Thailand.
