On Oct. 21, 2026, New York Gov. Kathy Hochul said the state’s pitch for a second chipmaker at Marcy Nanocenter remained active. She said a deal was not imminent and would require federal approval. Hochul did not identify the company.

Hochul described an active pitch that depended on federal approval

Hochul said New York’s proposed incentive package included Green CHIPS tax credits. She also said she had spoken with building trades about supplying enough workers if two major projects moved ahead.

Picente outlined a possible $45 billion project

On Oct. 20, Oneida County Executive Anthony Picente Jr. described a potential project involving $45 billion, two semiconductor fabrication plants, or fabs, and up to 5,000 jobs within a few years. Those were prospective figures in Picente’s description of a possible project.

Marcy Nanocenter lists capacity for more cleanroom space

The site developer describes Marcy Nanocenter, in Oneida County near Utica, as a 434-acre campus. It says a remaining shovel-ready site could support an additional 1 million square feet of cleanroom space.

Picente said multiple companies had looked at the site. Mohawk Valley EDGE said it was continuing site improvements through a FAST NY grant while marketing the campus to prospective companies.

The prospective company was not named

Hochul and Picente did not identify the company behind the Marcy pitch. NeoTeo previously covered a separate exploratory discussion between SK hynix and Intel about U.S. memory production involving Ohio; that was a different proposal from the Marcy pitch.
