Oracle announced a $1 billion commitment over four years for its global partner ecosystem at Oracle AI World in Las Vegas on October 23, 2026. Oracle says the expanded Oracle PartnerNetwork (OPN) support is intended to help partners meet customer demand for AI-powered solutions and services.
What the commitment is designed to support
Oracle names four areas of partner support:
- Developing partner offerings: Training and certification, technical guidance, and development, testing, and demonstration environments are among the planned resources.
- Selling and growing with Oracle: Partners may receive sales and marketing collaboration, along with eligible funding and incentives for qualifying opportunities. Oracle Marketplace is a channel for commercializing partner offerings.
- Delivering customer projects: Planned support includes cloud-migration funding, advisory services, implementation tools, and methodologies.
- Supporting customers after deployment: Oracle names Oracle AI Success Navigator as one resource for ongoing customer support.
These are program benefits, incentives, and resources, not a guaranteed cash award to every partner. Oracle says eligibility depends on applicable program terms and requirements.
The partners and Oracle technologies in scope
Oracle identifies systems integrators, independent software vendors (ISVs), cloud and managed service providers, value-added distributors, resellers, and advisory firms among the partners the initiative is intended to support. An ISV develops and sells its own software. The company also names Oracle Fusion Applications, Oracle Database, Oracle Cloud Infrastructure (OCI), industry applications, and related AI services as areas where partners work.
What Oracle disclosed about the spending
Oracle’s October 23 announcement gives no dollar allocation for any of the four support areas and no annual disbursement schedule. The commitment establishes a four-year horizon, while the announcement leaves the amount assigned to each activity and the timing of spending unspecified.
