On September 29, 2026, Donald Trump and leaders representing Google, Anthropic, Meta, OpenAI, xAI and Nvidia signed the White House Accord on Super Intelligence. It proposes four voluntary layers of company-led oversight, from monitoring AI models during training and deployment to independent evaluation and board review.

The accord, also titled “Joint Commitment on Frontier Responsibilities,” sets out measures for companies to monitor and review their own AI systems. Its four layers move from internal controls to outside evaluation and oversight by an independent board committee.

What voluntary oversight means
The accord uses recommendatory language and establishes no legal mechanism to enforce its four provisions. It does not itself create enforceable legal duties. The document says that codifying similar steps in law or regulation could make sense over time; that is a possibility for later, not a requirement created by the accord. Signatories also say they will meet regularly to develop standards and best practices.
Jensen Huang on company responsibility
Jensen Huang, Nvidia’s CEO, has said each company is responsible for ensuring its own products are safe. That is his view of company responsibility, separate from the accord’s four proposed oversight layers.
