To disable Google’s automatic phone-number verification on Android, turn off Phone number verification in your device’s Settings. Google’s general path is Settings > Google > All services > Privacy & security > Phone number verification; the switch controls verification on the device, not whether a number is already saved in an account. Google’s Android instructions

What the setting controls

Google says phone-number verification is on by default. When it’s enabled, Google adds the verified number on the device to every Google Account signed in there, including accounts and numbers added later. Google and the mobile carrier may periodically re-verify numbers, and carrier charges may apply.

Turn off automatic verification

Menu wording can vary by device. Follow Google’s general route:

  1. Open Settings on your Android device.
  2. Tap Google, then All services.
  3. Under Privacy & security, tap Phone number verification.
  4. Turn off the phone-number verification setting.

Review numbers saved to your accounts

Turning off the device setting does not remove a number already saved to a Google Account. To remove one, open that account’s Personal info, select Phone, choose the number, and remove it. Repeat for each account you want to update. Google’s account instructions

Before removing a number, check whether you still use it for account recovery. Google says removing a number from an account affects only some Google services, and some services manage phone-number settings separately. Keep or update the recovery phone if you still need that route to access the account.

Phone-number verification and 2-Step Verification are separate

Android’s phone-number setting controls automatic verification on a device. 2-Step Verification is a separate Google Account sign-in safeguard. Google warns that turning off 2-Step Verification removes an additional layer of account security. Google’s 2-Step Verification instructions
