The first phase ran from August 31 through September 2, 2026. It focused on coordination and simultaneous ground reconnaissance in the Tijuana–San Diego area.

The second phase began on September 7 and was scheduled to continue through September 21, 2026. It involves forces on both sides of the border, along with fixed and mobile counter-drone equipment.

The sequence gives the operation a straightforward logic: first coordinate personnel and survey the area, then deploy equipment in the field. It also separates what happened during the initial reconnaissance window from the later equipment deployment. A scheduled deployment period should not be confused with a completed tally of interceptions or a measured reduction in drone activity.

What equipment has been confirmed?

The public description identifies fixed and mobile counter-drone equipment, but does not name a manufacturer, model or specific system. That is the firm technical detail attached to High Eagle.

A counter-drone system can combine several functions: detecting an aircraft, tracking it, identifying its control link and disrupting or disabling it. Those functions do not automatically reveal whether a particular deployment uses radar, radio-frequency countermeasures, optical sensors, directed energy or another combination. The equipment category alone is not a model number.

That distinction is important because high-energy lasers have become the most eye-catching part of the operation’s coverage. AeroVironment’s Locust, described as a vehicle-mounted high-energy laser platform, has been discussed as a possible technology. Its use in High Eagle has not been confirmed, however. The same applies to any other named laser or weapon system.

So, are lasers definitely being used? No. The confirmed description stops at fixed and mobile counter-drone equipment. Locust and high-energy lasers belong in the category of reported possibilities, not established High Eagle hardware.

Why the operation was created

Mexico’s stated rationale is the use of commercial drones by criminal groups to watch authorities during trafficking operations. That is narrower than saying every drone activity along the US-Mexico border has the same purpose or that every system encountered is part of High Eagle.

The broader border environment includes other sectors and separate claims about drone detections, surveillance and weaponization. Those examples provide context for the security challenge, but they do not establish what happened in the Tijuana–San Diego operation or identify its equipment.

This geographic distinction is easy to lose in a fast-moving technology story. A drone trend reported near Laredo, for example, cannot be converted into a result for Tijuana and San Diego simply because both locations are on the same international border.

What the bilateral framework changes

The operation’s practical significance is its coordination model. Detection and response activity can be organized across a continuous border region while each country retains control over operations on its own side.

The arrangement also places High Eagle inside an existing bilateral security framework rather than presenting it as an isolated equipment demonstration. Mexico’s military was reportedly given access to the US Army’s digital marketplace for anti-drone systems, but that access does not show that Mexico purchased or deployed a particular product.
