Venezuela’s government reportedly formalized an agreement with SpaceX authorizing Starlink commercial operations nationwide. The reported terms, attributed to a government communiqué, include local regulatory oversight and arrangements for customers to sign up and pay in Venezuela.
What the reported authorization covers
Conatel reportedly granted SpaceX VZ, S.C.A. one general authorization, identified as HGTS-00639, and seven general concessions in the Ku band. The authorization covers commercial Starlink operations across Venezuela.
The reported agreement includes a legal domicile in Venezuela and regulatory oversight under Venezuelan law.
How customers would use the service
Under the reported terms, customers would be able to contract for Starlink locally, pay through Venezuela’s banking network and receive equipment at home.
