Brazil’s telecommunications regulator, Anatel, published Public Consultation No. 47 on November 4, 2026, inviting comments on a request to amend Starlink’s right to exploit foreign satellites in Brazil. The notice lists six uplink ranges and puts the requested change out for public consultation; it does not grant the amendment. Read the official notice.

The notice identifies Starlink Brazil Holding LTDA. as the company that filed the request and says it is the legal representative of Space Exploration Holdings LLC, the satellite operator. Anatel describes Starlink as a large non-geostationary satellite system with more than 1,000 satellites.

The notice lists these ranges:

  • 92–94 GHz
  • 94.1–95 GHz
  • 95–100 GHz
  • 102–105 GHz
  • 105–109.5 GHz
  • 111.8–114.25 GHz

How Anatel set up public input

The notice set a maximum 10-day period for contributions, counted from its November 4 publication, with submissions through Participa Anatel. It said the proposal text would be available from 14:00 that day, and that Anatel would examine contributions and keep them publicly accessible through the platform.

Anatel’s immediate task under the notice is to gather public input on the proposed amendment and examine the contributions.

Anatel also invited comments on possible limits or conditions for the satellite exploitation right, citing fair competition and access for different economic actors as its objectives.
