These are separate usage conditions; Apple also lists up to 18 hours of outdoor GPS workout use for Ultra 4 and up to 10 hours for Series 12. Ultra 4 has additional outdoor GPS modes listed at up to 25 hours in Extended mode and 45 hours in Max Extended mode.
The GPS systems differ: Ultra 4 uses dual-frequency GPS, which receives signals on two frequencies, while Series 12 uses L1 GPS.
