On October 30, 2026, the European Central Bank (ECB) published an award notice naming Telefónica de España S.A.U., Telefónica Global Solutions S.L.U. and Indra Soluciones Tecnologías de la Información S.L.U. as the temporary grouping awarded Lot 2 of its digital-euro network connectivity procurement. The contract covers links between the Digital Euro Service Platform and external participants, plus connections among platform components hosted in separate environments. The ECB recorded the winning tender’s selection on August 14 and the contract’s conclusion on October 26. (ECB award notice)
What the contract connects
The procurement covers two kinds of connectivity for the Digital Euro Service Platform:
| Connectivity function | What it connects | Participants or components |
| External connectivity | The platform to external participants | Primarily payment service providers and national central banks |
| Inter-component connectivity | Platform elements that cannot communicate through shared IT infrastructure | Components hosted in separate environments |
The contract values and conditions
The ECB notice lists Lot 2’s estimated value as €81.42 million, excluding VAT, and its maximum service-agreement value as €177.66 million. The notice also gives €177.66 million as the winning tender value. These are procurement figures, not proof of revenue already earned or guaranteed payments.
Each of the two lots has an estimated value of €81.42 million and a maximum of €177.66 million. The notice sets the combined maximum for both service agreements at €355.32 million. In the October 30 notice, Lot 1 was still in competition and had no selected winner.
The maximum agreement duration is 120 months for each lot. The ECB cites project complexity, upfront investment and testing, and the need for long-term platform availability and resilience as reasons for the extended term. Its award criteria weight technical quality at 60% and price at 40% for both lots. Work, off-site consultancy and service operations must take place within the European Economic Area (EEA), with assigned staff operating the services from EEA locations.
What the award covers
The award is for connectivity services supporting the proposed digital-euro platform. It is an infrastructure contract, not a decision to issue the digital euro.
