Intel Foundry made Intel 14A PDK 0.9 available in the week before a report published on Nov. 3, 2026. A process design kit (PDK) packages process-specific information, including transistor models and design rules, for chip design in electronic design automation (EDA) tools. Intel describes version 0.9 as a more mature, silicon-validated environment for designing on Intel 14A (Intel’s description of PDK 0.9).
What PDK 0.9 changes for chip designers
The kit gives designers process-specific inputs for developing chips for Intel 14A. Its silicon validation means the design environment is informed by measurements from silicon, rather than relying only on theoretical models or simulations.
That is a design-development milestone. High-volume manufacturing (HVM) and production are later stages on Intel 14A’s reported roadmap.
Intel 14A’s reported milestones
A Nov. 3 report described the following sequence. Risk production is an early, limited-volume manufacturing stage before HVM.
| Milestone | Reported timing | What it means |
| PDK 0.9 | Available in the week before Nov. 3, 2026 | A silicon-validated design environment for Intel 14A |
| PDK 1.0 | Expected in Q1 2027 | Intended to validate readiness for HVM |
| Risk production | Targeted for the second half of 2027 | For Intel’s own 14A products |
| Mass production | Expected in 2028 | The later production target for Intel 14A |
The dates after PDK 0.9 are reported targets. PDK 1.0 is the next design-kit milestone; risk production and mass production are manufacturing stages.
How the reported targets changed across 2026
A May 20 report describing Lip-Bu Tan’s comments at an investor conference on May 19 put risk production in 2028 and mass production in 2029. A Nov. 3 report gave earlier targets: risk production in the second half of 2027 for Intel’s own products, followed by mass production in 2028. Across the two reports, the targets move earlier over time.
