OpenAI announced on October 21, 2026, that ChatGPT Ads was expanding into 26 additional countries, bringing the platform’s stated availability to 89 countries. The announcement named Argentina, Chile, Colombia, Peru, Nigeria, South Africa, Serbia, Ukraine, Cambodia, Bangladesh and Pakistan. OpenAI also said that more than 100,000 advertisers had run campaigns since launch, a cumulative company-reported figure.
What the 89-country figure means for users
The figure describes ChatGPT Ads’ stated platform availability. OpenAI did not give country-by-country dates for when ads would begin appearing to users in the newly added markets, so the announcement does not establish that users in all 26 were already seeing ads on October 21.
OpenAI says ads may appear on Free and Go accounts. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and accounts identified as belonging to people under 18 are excluded. These account rules describe who may see ads, not whether an ad has been activated in a particular market.
US advertisers can use Ads Manager self-service
OpenAI lists the United States as available for self-service advertising through Ads Manager. That is advertiser access; it does not establish that every US user is receiving ads.
For some new self-service accounts, international targeting becomes available only after identity verification is approved and the account reaches the required advertising spend in its home country. Creating a campaign or entering a budget alone does not meet that requirement.
OpenAI also warns that start and end date controls may not appear for a first campaign until after it is published. Publishing to reveal those controls could allow an ad to begin running after review before the advertiser sets the intended schedule.
Campaign objectives and billing
OpenAI lists three campaign objectives: Views, billed per 1,000 impressions (CPM); Clicks, billed per valid click (CPC); and Conversions. Conversion campaigns are optimized for a supported conversion event but are billed per valid click or per 1,000 impressions, not per conversion. Minimum daily budgets vary by billing currency, with listed thresholds of $25, €15, 65 zł and R$40.
Personalization is separate from ad removal
Turning off ad personalization does not remove ads. OpenAI says ads may still be selected using the current conversation; the personalization control affects broader signals such as other chats and ad history.
OpenAI also describes an Ads-Free option for Free accounts, with reduced usage limits and feature access. Its help page does not specify availability for US accounts.
