The September 23 Kyiv strike and reported internet outages
A strike on Sept. 23, 2026, hit a Kyiv office building that contained a data center and communications and internet backbone infrastructure, according to an account of the incident. Ukraine’s Ministry of Digital Transformation reported that 100,000 households in the Kyiv region temporarily lost internet access after the initial strikes.
Ukrtelecom reported damage to one facility while saying its core telecom and internet services remained operational. Dline.ua’s Kyiv data center was reported destroyed; the company said its services and customer data were transferred to backup sites.

On Oct. 4, 2026, Ukrainian President Volodymyr Zelenskyy said air defenses intercept more than 85% of conventional Shahed-type drones, compared with 50–60% of faster jet-powered Shahed drones.
Resilience measures for Ukrainian networks
Former deputy defense minister Kateryna Chernohorenko described moving some data centers outside Ukraine and building underground telecommunications networks. She said not everything can be moved underground. Former government adviser Serhii Sternenko recommended that Kyiv residents consider satellite internet options such as Starlink ahead of winter.
