A reported speed restriction affecting Ukrainian military satellite connectivity began on October 14, according to Infobae’s account of Wall Street Journal reporting. Who made the decision remains disputed: the Wall Street Journal account, as summarized by Ars Technica and Infobae, attributed the final call to Elon Musk, while an earlier Reuters account summarized by Ars placed the order inside the White House.

Reported limits and drone operations

Volodymyr Zelenskyy describes the reported operational effects of the restrictions in an interview carried by First Alert 6.

Ukrainian officials said the restriction complicated both offensive drone operations and air defense. The speed figures describe different things: an Associated Press account quoted by Ars described a connection cutoff when a communications terminal moved faster than 160 km/h; Volodymyr Zelenskyy separately said equipment stopped functioning at 130–161 km/h in different sectors of the front.

On October 21, U.S. Secretary of State Marco Rubio described Starlink as a commercial service that can be used to guide drones. He characterized Starshield as a separate defense product sold and operated through the Department of War.

Rubio also said the U.S. president and officials had not requested changes to the system, and that he knew of no advance notice. That position does not settle who made the reported decision. On October 14, Musk said Starshield systems were owned and controlled by the U.S. government, with speed and usage limits decided by the U.S. military and ultimately the president.

Accounts differ over who ordered the restriction

The Wall Street Journal account attributed the final decision to Musk. An earlier Reuters account placed the order inside the White House. President Donald Trump denied ordering the slowdown on October 16; on October 19, he said he did not know who had ordered it and wanted to find out.

Ukraine said restoration was needed

On October 20, the Office of the President of Ukraine said the Starlink/Starshield situation needed to be restored after a call between Zelenskyy and Rubio.
