DeepSeek and MiniMax reportedly received approval to deploy AI models overseas, according to Yuyuantantian, a social-media account affiliated with China Central Television (CCTV). Reuters dated the post to Oct. 22, 2026, and Bloomberg published its report on Oct. 23.
What Yuyuantian reportedly said
The claim concerns overseas deployment of models by DeepSeek and MiniMax. Bloomberg and Reuters attributed it to Yuyuantantian, a CCTV-affiliated account.
China’s separate export-registration notice
On Oct. 16, 2026, China’s Ministry of Commerce and Ministry of Science and Technology issued a notice proposing changes to the country’s technology-export catalog and starting temporary pre-export registration for specified technologies. That notice sets a general registration process for listed exports, while the Yuyuantian post made a claim about the two companies’ overseas model deployment.
The proposed catalog additions cover 40 technologies across artificial intelligence, biomedicine and photovoltaics. Of those, 23 relate to AI, including large models, intelligent agents, computing clusters and information processing. Technologies already in the public domain through open-source releases or academic publication are outside the notice’s stated management scope.
Before exporting a technology listed in the notice’s annex, operators must register in specified circumstances: transferring technology ownership, authorizing overseas use, changing the owner or actual controller to a foreign entity, or another case specified by the Ministry of Commerce. The temporary process runs until the revised catalog is formally issued and implemented. Public comments on the proposed changes are due by Nov. 15, 2026.
