Anthropic and Nscale were negotiating a second compute-capacity agreement for a proposed 460 MW building at Nscale’s Monarch campus in West Virginia, according to a Financial Times report published in Spanish by Expansión on October 20, 2026. The report said the agreement had not closed as of that date. Bloomberg-attributed secondary summaries put its potential value at about $45 billion.
What the proposal covered
The proposed building would be a second facility at Monarch. The reported 460 MW figure applies to that building. NeoTeo previously covered the reported Anthropic–Nscale expansion talks.
The arrangement was described as a supply of computing capacity, rather than a lease of the data-center building. Under the reported structure, Nscale would own and operate the facility and its chips, while Anthropic would pay as computing capacity was supplied.
The reported conditions around construction
The October 20 account said due diligence on the second building was ongoing. It also reported that water-use permits and environmental authorization for the campus’s gas-fired power plant were outstanding. A source cited in the account said the state environmental regulator had issued a favorable letter of intent concerning an emissions permit.
Separately, Nscale reportedly had no binding financing commitments for construction of the first Anthropic facility as of mid-September 2026. That date and financing snapshot concern the first facility.
How the campus power figures fit
Nscale said the campus’s first phase, comprising three buildings, would need 2 GW of generation capacity to supply 1.37 GW of computing power. The campus was planned around its own gas-fired power plant. Nscale targeted completion of the first phase in the first half of 2028; these figures and that target describe the three-building phase, not the proposed second building.
