The exact process may vary depending on the Android version (including variants like Lineage OS) and how customized the manufacturer's installation is. In general terms, it is enough to go to the Recents calls list, find the problematic number, and scroll down until you locate the “Block/Report Spam” option. Some smartphones (the Samsung Galaxy S8 comes to mind) call that parameter “Block Number” or “Auto-reject Number”, while others hide it behind the three vertical dots, in the upper right corner.

Another access option is through the Phone app. We tap the three buttons to enter its settings, go to the “Call Blocking” section, tap “Add Number”, and finally enter the number manually. Stock Android versions (from 6.0 at least) simplify the process to a long-press on the number in question, and within the menu you'll find the blocking option.
