Microsoft announced on Nov. 5, 2026, that Claude models used across Copilot experiences are planned to be processed within the EU Data Boundary for organizations in the European Union and European Free Trade Association (EFTA) by the end of 2026. The plan includes Copilot Cowork. It is a future commitment, not a completed rollout. Microsoft’s announcement sets no exact availability day.
Which Copilot experiences and users are covered?
Microsoft names Copilot Chat, Copilot in Microsoft 365 apps, Copilot Cowork and Copilot Code as experiences using Claude. Its planned processing change applies across Copilot experiences and explicitly includes Cowork.
For EU/EFTA organizations, the Claude setting is disabled by default. Administrators can enable it for everyone or for selected users and groups in the Microsoft 365 admin center. Microsoft says organizations that already enabled Claude will move to processing within the EU Data Boundary automatically when the change becomes available.
Microsoft also says eligible EU/EFTA Microsoft 365 customers receive the EU Data Boundary commitment through their contractual terms, without a separate opt-in or additional purchase. That commitment does not itself turn on Claude for users: access is controlled through the administrator setting.
For administrators, the key distinction is between an EU/EFTA regional processing commitment and a guarantee that each request stays inside one country.
An EU boundary is not a country-level processing guarantee
Microsoft’s documentation, last updated Nov. 4, 2026, said Claude in several Microsoft offerings was excluded from the EU Data Boundary and, where applicable, from in-country processing commitments. The announced plan concerns processing within the EU Data Boundary; it does not promise that Claude requests will be processed in each customer’s own country. Microsoft Learn’s documentation describes the existing exclusion.
Microsoft describes a separate in-country residency option for Microsoft 365 data stored at rest, available in 10 EU/EFTA countries. That is distinct from where Claude processes a request. For US organizations, the announcement makes no separate processing commitment and does not describe current US processing arrangements.
