The window seems to be swinging, a classic motion very close to 180 degrees… but that's not true. The window always spins in the same direction. You can even attach different objects for a better reference, and yet the effect remains intact.

Want to reproduce this window at home? Easy: Cut a piece of cardboard in the shape of a trapezoid, draw the window's physical features on both sides of the cardboard (trying to make them identical), and cut out the holes. The rest is a matter of hanging the window with a thin thread, or connecting it to a small motor. As both videos show, the illusion gains a bit more strength if it has a uniform color behind it.
