On October 28, Merca2 reported that Elon Musk accused Ukraine’s military of using Starlink for offensive drone attacks and said an alleged loophole had been closed the previous week. Earlier accounts described a different restriction and disagreed over whether it involved Starlink or the separate Starshield service.

The restriction described in earlier reports

FRANCE 24 Español’s Spanish-language report on Volodymyr Zelenskyy’s complaint about Starlink restrictions

On October 14, The Verge reported Ukrainian defense-technology adviser Serhii Beskrestnov’s claim that Starshield connections to devices moving faster than 100 mph, about 160 km/h, had been restricted, disrupting several missions. That figure referred to the devices’ movement speed, not internet throughput. The Verge also described Ukraine as using Starshield for military operations.

A Spanish-language report from FRANCE 24 Español, published October 14, covered Volodymyr Zelenskyy’s complaint that restrictions were affecting Ukrainian forces at the front, including medium-range operations and interceptor drones.

On October 17, U.S. Secretary of State Marco Rubio described Starlink as a commercial service and Starshield as a separate U.S. military product. He said Ukraine did not then have access to Starshield and had requested it. That account conflicts with The Verge’s earlier description of Ukrainian military use of Starshield.

The distinction matters to the reported speed limit: Beskrestnov’s account concerned Starshield connections to moving devices, while Rubio separately discussed changes to Starlink speeds. The two accounts do not describe the restriction in the same way.

What officials said about restoration

On October 17, Rubio denied that the White House had ordered a Starlink slowdown and said he understood that Starlink service had returned to its previous state. On October 21, he said neither the President nor anyone in the U.S. government had requested a system change, and that he was unaware of advance government knowledge of the decision.

NPR’s October 24 headline reported that Ukraine said the technology had been restored. Rubio’s statement and Ukraine’s reported statement were separate updates about restoration.
