Ukrainian officials said Starshield service was restored on October 24, 2026, after an approximately 10-day disruption. CBC reported the restoration; Yahoo Finance/Moneywise reported that the interruption affected drone operations and air defenses.

The restrictions and competing accounts about their origin appeared earlier in NeoTeo’s coverage.

Starlink is SpaceX’s civilian satellite internet service. Starshield is its military-focused service, which SpaceX provides to the Pentagon under government contracts. The reported restoration concerned Starshield, while Elon Musk’s allegation about offensive drone strikes concerned civilian Starlink.

The limits Ukrainian advisers cited

Musk alleged that Ukraine’s military used civilian Starlink for offensive drone strikes in violation of the service’s terms. Former Ukrainian defense adviser Serhii Sternenko rejected that account.

Serhii Beskrestnov, a defense technology adviser to Ukraine’s president, said civilian Starlink drones were limited to 70–90 km/h within Ukraine and that commercial Starlink did not work in Russia. Beskrestnov said those restrictions meant the service could not support deep or medium-range strikes.

Musk’s statements on throttling and Starshield

CBC reported that Musk acknowledged SpaceX had throttled Starlink in Ukraine. He also said the U.S. government controlled changes to Starshield.

Blumenthal’s inquiry requests

Sen. Richard Blumenthal opened an inquiry into Ukraine’s loss of Starshield access, Yahoo Finance/Moneywise reported. He requested written answers from the Defense Department by November 5, 2026, and a briefing from SpaceX officials by November 12. The requests went to both the government department receiving Starshield service and the company providing it.
