On October 30, 1961, the Soviet Union chose to resume its nuclear testing program with an unmistakable statement of power. The Tsar Bomba, designed to reach 100 megatons, was capped at 50 and assembled in a mere four months—an achievement made all the more staggering by the fact that no explosion of that magnitude had ever been attempted.

A Temporary Nuclear Halt

On March 31, 1958, the Supreme Soviet approved a unilateral halt to all nuclear tests, on the condition that other nuclear powers follow suit. U.S. President Dwight D. Eisenhower dismissed the announcement as a ploy, noting that the Soviets had just completed a series of detonations and that American preparations for Operation Hardtack I were already underway.

Hardtack I's Poplar shot reached 9.3 megatons, making it the sixth most powerful U.S. test.

After extensive back-and-forth and accelerated programs (Hardtack II alone featured 37 detonations in a month and a half), the United States, the Soviet Union, and the United Kingdom agreed to a temporary test moratorium on October 31, 1958, with the U.S. ending testing the day before and the Soviets following on November 3 with Joe 74.

The Chaos of 1961

The nuclear quiet lasted 36 months, and for a brief moment, a peaceful solution to the Cold War seemed possible. But the destruction of an American spy plane over Soviet territory in May 1960 upended that hope. 1961 became a pressure cooker: Yuri Gagarin "greeted from space," the failed Bay of Pigs invasion in April—both events separated by less than a week—and on July 10, Nikita Khrushchev ordered the creation of the Tsar Bomba. A month later, construction of the Berlin Wall began.

The Tsar Bomba: A Showpiece of Power

On the surface, the goal was pure propaganda: the Soviet Union wanted to project the image of an unassailable opponent. Khrushchev viewed the new U.S. president, John F. Kennedy, as weak, but in truth the American nuclear arsenal was superior, with Jupiter missiles stationed in Turkey and Italy aimed at Moscow and other cities. The detonation also needed to coincide with the 22nd Congress of the Communist Party, the last one attended by the Chinese Communist Party.

Officially designated "Product 602," the bomb was also known as AN602, RDS-220, Ivan, Vanya, and "Kuzka's Mother," a Russian idiom for teaching someone a lesson. On August 30, 1961, the Soviet Union announced the resumption of its nuclear tests, and the United States responded in kind. While Soviet designs spoke of hundreds of megatons, Operation Nougat (September 1961–June 1962) kept most tests underground, peaking at 67 kilotons.

Bigger vs. Better

The Tsar Bomba was practically impossible to deploy, and both time and technology favored a more tactical approach, with MIRV systems carrying multiple warheads. Still, the United States also explored the possibility of gigaton-range devices. The Strategic Air Command wanted 60-megaton bombs, and those familiar with Edward Teller—often called the "father of the hydrogen bomb," though that title is contested—will recall that he wanted a "Super" from the very beginning, but that's another story.
