Microsoft has scheduled the rollout of Copilot Chat fair-use limits for commercial organizations with more than 2,000 Microsoft 365 seats to begin Nov. 9, 2026. The limits apply to users without a separate Microsoft 365 Copilot license. In its Partner Center notice, Microsoft says the limits can vary during the day.
The limit notice gives users an expected return time for the affected feature; administrators cannot inspect or adjust the threshold.
Who the Copilot Chat limits cover
The announced limits apply to people in commercial tenants who use Copilot Chat on the web, desktop or mobile apps and do not have a separate Microsoft 365 Copilot license. Copilot Chat remains included with Microsoft 365 subscriptions, but having a Microsoft 365 subscription is not the same as holding that separate Copilot license.
Microsoft says some features, including image generation, already had fair-use limits. Its announcement extends limits to additional Copilot Chat features and capabilities.
What happens when a user reaches a limit
Microsoft says fair-use limits can vary throughout the day and are subject to change. When a user reaches a feature limit, Copilot Chat is expected to display when that feature will be available again. A response already in progress continues.
What administrators and CSP partners can access
Tenant administrators cannot view or adjust the limits. Microsoft says no admin action is required, while recommending that organizations brief help-desk staff and review their license-request settings.
In most organizations, the limit notice includes an option to request a Microsoft 365 Copilot license from an administrator. A direct-purchase option may appear if the organization allows it; administrators can disable direct purchases by product.
Microsoft also describes a separate ASPX view, “Users Experiencing Usage Limits,” for Cloud Solution Provider (CSP) partners. It helps partners identify customers whose users are reaching limits; it is not an administrator control for inspecting or changing tenant limits.
Rollout schedule by organization size
Microsoft said the rollout began Nov. 2, 2026, for organizations with 2,000 or fewer Microsoft 365 seats. For organizations with more than 2,000 seats, the notice scheduled the rollout to begin Nov. 9, 2026.
