TurboLab.it reported on October 14, 2026, that the Belastingdienst had canceled its planned Microsoft 365 cloud migration. The report describes a staged plan: move email and calendar to internal infrastructure in 2027, then adopt European open-source solutions for personal storage and collaboration during 2027–2028. TurboLab.it reported the cancellation and schedule.

The reported plan moves services in stages

The proposed sequence separates email and calendar from storage and collaboration. TurboLab.it also reported that existing Microsoft software and licenses would remain in use where possible.

The official review found governance problems as well as technical concerns

In an assessment published June 29, 2026, the Adviescollege ICT-toetsing judged the proposed Microsoft 365 workplace unsuitable for the Belastingdienst and recommended reversing the public-cloud rollout. It called for a secure, future-proof workplace path to be chosen by the end of 2026. The advisory body’s assessment also identified concerns with information security and the suitability of the environment for all information processing.

The assessment criticized the project’s governance, too. The steering group made decisions with incomplete information; authority was split between the steering group and directorates; objectives were unclear; visibility into current and future costs was inadequate; and risks were not sufficiently controlled.

The project covered employees at the Belastingdienst, Dienst Toeslagen and Douane. About 5,000 employees had received the Microsoft 365 rollout by the time of the assessment.
